A good place to start the review is actually toward the end of the report pages 114-115. It shows the growth in staff over the years. Can't help but notice, in 1997-1998 there were 11 administrators, in 2001-2002 there were 14, by 2006-2007 there were 23. Must have been the explosive growth in enrollment.
