FYI, there is a bill that just got moved out of the House Revenue and Finance committee on a 6-1-1 vote. The bill would limit taxing districts, like schools, to zero growth if property values in the district decline over all. That is, if total EAV of all taxable property is less than the previous year, the tax extension is either 0% or a rate as approved by voters.
I'm not sure how they account for new construction.

Ahh....I am not going to miss GE Fan after the 15th...because he will be on a different site. That said, he is the finest attorney of the three in my quiver. Mainly because I have yet to pay him a dime....unlike the other two.

In my opinion, this tweak to PTELL [0% increase if EAV goes down] wasn't enough in the first place. What is really needed is a complete revamp of the levy process. One that more accurately reflects the total EAV of a district and behaves more like a tax on value rather than the current zero-sum game tax we have now [and have always had].
