Looks like shoving classified documents down his pants, cutting them up with scissors, and throwing them away wasn't an innocent mistake after all.
I always thought the image of pudgy Sandy Berger, waddling out of the classified documents reading room with bulges down his pants legs and whistling as he walks past the archivists pretty funny. But then you think about it and ask, "Wait a minute, this guy was head of the National Frickin' Security Agency?".
