This guy basically has a small hut on the sidewalk next to the parking garage. Not sure how this doesn't qualify as loitering, but apparently it doesn't.

Ha!!! This is too funny! We must all apply for permits, submit to having others tell us how to use our property, have inspections, jump hoops to get a table, chairs or awning on the walkway and take it up the back side from Gwen Henery every year. This guy can just plop his crap anywhere! Do whatever he wants, wherever he wants!

Hubby and I met one of our 3/$50 requirements dining in the CBD Sunday night. We noticed the parade of PADS' guests arrive at the train station and then pass the time waiting for PADS to open at the church on Forest.

"Any guest arriving on or near the shelter property prior to 6:45 p.m. risks NOT being allowed into the shelter for that evening." This is stated under the schedule on the PADS website, but as we drove home, every corner of the intersection before the church was staked out by an individual with their belongings. The seating area by the retirement apartments was filled with someone's belongings, too. Another man was in the parkway in front of the church. It was 6pm.

It is hard to believe that people wanting to open a preschool in a similar location are met with such resistance and required to pay thousands in legal fees, but there is no zoning or neighbor approval process for PADS to maintain multiple overnight facilities in our town.

This morning as my husband drove across the tracks to park at the station lot, one of the PADS "guests" made like Clint Eastwood in "Gran Torino" and sighted with his finger gun and "shot" him. Nice.

You and I were there at the exact same time. The folks on the NW corner of Anthony and Forest and those in the subsidized old lady apartments must be thrilled with the PADS folks extremely flawed rules re: timing. 5:50 P.M., and instead of sitting in the glorious courtyard in front on the church (pictured below), they have their guests hang out on the street corners across from the street. What kind of @ss backwards policy is this? Understand full well they are trying to help those in need...not to mention some who simply want to live the rambling lifestyle on the road...but who is the stupid **** who came up with this policy?

Anybody catch the guy fully stretched out and passed out on the window ledge of that Century 21 office building across from the 7-11 on N Main around 5:30 last night??

Pretty funny. Wanted to get a photo.

There is another guy that likes to get to the 1st Cong. around 3:30 and lays down on the sidewalk and sleeps on his backpack in front of the house on the northwest side of the street directly across from the church. Talked to neighbors who complained about this guy because he is there every week, and the cops wouldn't do anything because he is laying down on "public property" (the sidewalk).

They are not talking to the right policemen. Trust me...they are not that squeamish when it comes to enforcing rules, laws and ordinances that are being broken. Next time...have them talk to someone higher up the ladder.

There is no way in hell that our police would ignore a request from a citizen to have someone violating set ordinances from moving on.

The homeless have as much right to the streets as you and I do...that said, they also have to know that they cannot set up camp on the sidewalks. Just like "permanent" citizens are barred from doing so...they are too.

Naperville, Glen Ellyn....apples, oranges. Naperville is like Berkeley.

FWIW, I have spoken to the police numerous times regarding these types of situations. The GE police always respond and rectify the situation. Especially if you stick around and observe.

You all realize this is your town as much as anyone else's, right? You see something wrong...make a call. Simple as that.

Are you talking about human beings or street vendors?

I find this thread very ironic, seems you feel the same way about the vagrants as I did about street vendors. I guess their o.k. if their not camped outside your front door! Wink

That being said, you just better suck it up and let them be. This is their way of life, pads in enabling them. I have seen and continue to see the same exact vagrants over the past several years, doing the exact same thing.

Whats even more ironic is PADS gets away with dumping these people in the town even though it disturbs residents, while Tracy at Bells & Whistles can't seem to get the new patio open because the apartment dwellers in the adjacent building, to the east, believe that people having coffee and reading a paper at eight in the morning will disturb them.

Now that my friends is just . . . . . .Glen Ellyn Style!

Just curious about the reasoning behind Naperville police not being able to take any action...wondering if it has anything to do with him putting out a few signs and classifying himself as a "protester"?
