Things are just quieter in D89. Hire a new superintendent, no fuss. The outgoing guy transitions well with the new guy. Teacher's contracts are worked out fairly.
D89 is not perfect, but it seems that the board, administration, and union all have a good working (and trusting) relationship. So problems get worked out instead of becoming flashpoints. One notable difference between d41 and d89 is the board members that have "graduated" to d87. d89 gave us Brad Hutchins while d41 gave us Kathy Schmidt
