#9. Staci Hulsberg will also discuss the villages new bid for a new cell phone service. Unlimited texting is a requirement.

actually taxpayer, #9 is agreeing to a contract for a paramedic billing company. You know, the one that our Village will rely on for taking in enough money to cover our huge new expenses for becoming owners of ambulances and new staff. Initial outlay of over $1m.

Wasn't our budget short this year? I wonder if our Village Board had not passed those expenses/contracts, would we have had to increase sales tax in this town to cover a short budget? Didn't realize Trustees could pass contracts without having the money to spend.

If you really want to bring up old business, why get into the ambulance business now? I certainly hope it has nothing to do with one of the leading trustees who objected to the treatment of staff having a relative at the current ambulance business.

You mean people actually buy village stickers for their antique vehicles??

I can't imagine granting this exception is going to cost the Village a heck of a lot in revenue.

The fact that your car may be old does not, by itself, make it an antique. Just as the age of your home has nothing to do with classifying it as historic (see agenda item number 4.)

You are always right, BoSoxFan. I never realized the harsh restrictions. My car wouldn't qualify.

"Antique Vehicle License Plates are issued for a five year registration period expiring Dec. 31, 2009. To qualify for Antique Plates, motor vehicles, including motorcycles, must be more than 25 years old. Firefighting vehicles must be at least 20 years old.

Vehicles displaying these plates may only be driven to and from an antique auto show or exhibition, service station or demonstration. The mechanical and physical condition of the vehicle, including brakes, lights, glass and appearance, must be the same or as safe as originally equipped. An antique vehicle may be a "bona fide replica" - an exact copy of the original in design, frame and mechanical operation. "Facsimiles" - close, but not exact, reproductions of the original - do not qualify for Antique Vehicle plates.

Historical License Plates, representing the model year, may be displayed on an antique vehicle, provided the owner has valid, current Antique Vehicle Plates. Plates and registration must be kept in the vehicle at all times."

I have often wondered (as I do have a vehicle manufactured before 1974) if the police enforce the "...driven to and from an antique auto show or exhibition, service station..." for cars with Antique Plates. Does anyone know?

I've never heard of the police enforcing the plate law. I always counted on just telling them I'm going to the gas station.

The one that is more interesting to me is the child safety seat law. As near as I can tell it stands alone from the seat belt law. So, a car before seatbelts is not required to have them. But are you still required to have kids in safety seats even if there're no seat belts to hold the safety seats in? As I said, the law stands alone. In theory I think they could enforce it. But here again, I've never heard of anyone actually enforcing it.

Thanks for the info.

You bring up a good question. I have seat belts in the front (retrofitted), but also wondered about kids in the back seat without seat belts - even without the child seat. Which law trumps? I always tell my kids to sit like they have on a seat belt! But, I won't let any other child ride in the back.

A vast number of laws don’t come into play until after the fact, when the courts and insurance companies get involved.

Seat belts? Generally don’t matter until after an accident, when wearing them or not wearing them can have a huge impact on whether or not -- and how much — and from whom — the injured can collect.

Same with things like not crossing at crosswalks, registering your dog, or having a working smoke detector. Nobody much cares until the lawyers get involved.
