Is there a way to request a dog ordinance for our village as a resident? Can we petition for one, etc. We have had numerous issues with a dog and a neighbor but as a talk with GE police and with the village I find we really do not have an ordinances that can be enforced when things become a continuous problem. Is there a way to introduce something? | ||

What is the dog/owner doing? If it/they is/are doing something wrong . . . probably a rule against it. | |||

I also am curious as to what type of problem can not be addressed by any of the laws on the books. You could always petition for the trustees to enact any ordinance you wish, but I wouldn't hold my breath. (That is, unless I were selling home fire sprinkler systems!) | |||

We have had dogs entering our yard so many times and we are told to just keep calling the police. We do that, they come out and tell us they can only talk to the peopl but that is really all. There are wholes in out landscape and they are loosening the fence wiggling under it. The Police are so nice but they tell me nothing can be done really. I then called the village and they said there is nothing either. The damage to our yard, safety of kids, annoyance for over 1 year. I hate that the response to the problems with the schools, principals, dog ordinances...the response I get for all these issues is don't hold your breath...there is nothing you can do to change it. It makes me crazy! Anyone??? | |||

6-3-13: RUNNING AT LARGE: "No owner of a dog shall permit such dog to run at large within the village or to leave the owner's premises unless the dog be led upon a leash or chain and in a manner which will prevent the dog from biting any person or other animal." (Ord. 3254, 10-14-1986) Seems pretty clear to me. I agree, tho. It is exceptionally frustrating when our village refuses to enforce valid and applicable rules and regs. Makes the innocent affected party feel like he is doing something wrong ...
Of course, I might cosider a different solution if I were a "made" man! | |||

MC: Now that you know the ordinance number and whatnot, cite it the next time the police tell you they can't do anything....not to mention, what about trespassing laws? That is your property and you did not allow the neighbor or his or her dog to enter your property. As the pet owner, it is your neighbor's responsibility to ensure that his or her pet(s) do(es) not violate ANY laws or regulations....and he or she could, at the very least, be fined by it. I do love our police department and do not intend any disrespect toward them in saying this, but this lax response system we have in place is clearly NOT working. Granted, most of our residents are responsible and respectful individuals....but the ones who aren't clearly need SOME sort of ramifications for not abiding by the laws. Speeding, parking, and village sticker tickets are NOT the only ones that can be issued....and they're not the only ones that SHOULD be issued in our village. Keep in mind that the actual "enforcement" of the ordinance is most likely left to officer discretion. Most officers will feel that a "stern talking to" or even a "Sir/Ma'am, you need to keep your dog off his property" will suffice. The way around officer discretion is to make the enforcement an order from the officer's superior. Work your way up the chain until you get the response you want. Call the P.D. and speak to the shift commander. Be prepared with the approximate number of times you've called in the past, the nature of the problem, and now that you're armed with it, the statue that needs enforcement. Let them know that you've been patient, and nothing has changed after repeated visits from his officers. Quite frankly, the Chief has his email on the GE website, so he has opened the door: pnorton@glenellyninfo.org No Chief wants to deal with disgruntled residents more than once. He wants you happy with his department's service. If that doesn't get it done, go to the Village President. He'll, in turn call the Chief, who already knows the situation. You get the picture. You're just letting them know that the problem has gotten beyond what you're willing to put up with. Good luck. | |||

Our Chief is awesome. And I say that about very few people. Our president is even awesomer . . . if that happens to be a word. And the little red squiggly line under it leads me to believe that it is not. | |||
