Thus was born the socalled “state equalizer,” a figure devised by the Illinois Department of Revenue to even out assessments statewide.

See this GEBB thread about the PTELL in relation to D41, notably the sage comments posted by Bob Solak.

The calendar from D41's point of view is:

December - vote on levy - goes off to the Clerk
March - Clerk sends a reallocation sheet to D41, they have about a week to figure out if they want to reallocate between their funds - goes off to Clerk

So, the taxing bodies themselves have little to do with the 7.5 month time difference.

It also explains why the State "equalizer" is almost never used in DuPage County. They eagerly suck up every drop of the 33 1/3, every year. In my township anyway.

In fact, here's the state equalizer in DuPage County dating back to 2003:

2003 - 1.0000
2004 - 1.0000
2005 - 1.0000
2006 - 1.0000
2007 - 1.0000

Now, here's the DuPage County "county equalizer" for those same years:

2003 - 1.0000
2004 - 1.1000 [10 frikkin' percent!]
2005 - 1.0680
2006 - 1.0660
2007 - 1.0000

So, in the years 2004, 2005 and 2006, does this mean that some townships [since it's a "county equalizer", the only sub-division of a county that I can think of is a "township"] were under-assessing the 33 1/3 baseline and everyone else in the county had to make up for it?

I guess the big mysterious mystery to me with respect to the "county equalizer" [which is liberally applied, see above] is:

o Who determines that it is needed? It wasn't used in 2003 and 2007 so what was different about those years?
o Here's the BIG 'Un: Who determines what its value is?
o Is it part of some "Constitutional Convention" vote or what?

The "county equalizer" can have a HUGE impact on every single property in DuPage County - clearly. Who runs those guns?

I still don't have decision from the State regarding my '05 appeal. I'm up over a buck fifty.

The amount we owe for 2007 vs. 2006 went up 117%.

Isn't there a tax cap law that states they can't increase our actual dollars on a parcel by more than 5% from one year to another?

Our vacant property was $957.94 in 2006 and $2,079.90 for 2007. No improvements. The parcel the house is on didn't change.

I am not making this up.

Who do I call, and how do we fight this? Due in 30 days.

I hear you, Gus, loud and clear. So ours is up almost $400 over last year. A different way to frame the question is what does your current bill look like compared to one from say 5 or 6 years ago? It sickens me to compare those years to present, especially when one thinks of the financial management of the largest component of the tax bill. I hope that the administration and those running for re-election next year think long and hard about trying to peddle some plan for bricks and mortar -- enough already. While the taxes have been sky rocketing in Glen Ellyn, the management has been thinking of ways to get more.

I would be remiss not to say thanks to the community and the many brave folks who opposed the ref last year. This would be a much different conversation if that riduculous ref passed last year.

To be fair, my $240 decrease was the result of contesting my AV increase. My AV still went up, just not as much as the assessor originally wanted.

Yeah, I figured as much. Which is why I tossed the outliers, which I assumed might likely be successful protests or improvements. Still a boggling range in the middle.

Over in the PD thread folks were talking about residents not providing input or attending meetings. We're constantly discussing the need to stay on top of our school districts' shennanigans. And even when BTN explains this assessment stuff in baby language, it still makes my stunted reptilian lawyer-brainstem hurt.

And this is only the most local of issues. How much time do you wish to devote to Blago's latest scandal, or the presidential elections...?

It really seems like it shouldn't be so hard to live a moderately well-informed middleclass suburban life.
