To be fair, I bet it is one of those "budget" maneuvers so common of all large organizations, where money isn't necessarily counted the same if it comes from different lines in the budget.

I would not be at all surprised to find that they actually came out under budget on the fountain by buying a fountain costing $999.99.

Of course, the $5K+ plumbing, installation, landscaping, labor, etc. don't count, as they came out of other areas of the budget.

Well, it's up and running. I'm not sure what to make of it. I mean size wise, it seems ok. I guess the problem I'm having is that the overflow drains onto/into the ground (through a grate) and the surrounding area is all wet. It had to have cost way over a 1k. Probably more bewteen 5-10k with labor and all.

Hey, not bad. Not bad at all. And its far enough off the street where no car should be able to drive into it like the trough.

If the fountain was the size of the M-clock, it might look a little like this...

I would suspect that they will "shut 'er down!" once the weather starts to plummet. They can clear the water line - probably a shut-off inside the building - and it won't be a problem....as long as someone remembers to do that. Big Grin

Try putting that reasoning before the Village Board when you request your variation, or perhaps the field inspector has the requisite discretion ... Smile

I don't think the basis for the rule to bury beneath the frost line is solely to decrease the risk of pipes freezing and bursting - It's also to reduce the likelihood of pipes "heaving" in the winter.

The heave will not necessarily bring the pipe to the surface, it may just loosen connections, crack, or split the pipe beneath the surface. Irregardless, I'm sure they knew what they were doing and received the proper inspections, oversight and approval.

It's also quite likely that it's been properly engineered. The standard for this is probably (I'm guessing) similar to lawn irrigation, it may need nothing more than a few inches and a backflow/check valve 'thingy'.

They'll probably hook an air compressor to it in October. Blow the lines out.
