This a.m. I stopped at CD One cleaners up on Roosevelt. Upon exiting my vehicle, I was solicited for money from a homeless guy in their parking lot.

I informed the clerk in the cleaners that there was a man soliciting in their parking lot. He asked for a description . . . . Then the clerk said "Oh good, its not that guy who was in here two weeks ago with a gun.

(me) What?!!

(clerk) Yeah, This tall guy who talks to himself was in here two weeks ago gettin coffee. We saw he had a gun up in his belt. You could see the outline, and the guy who works over here (on the machine in the south west corner of their store) said he saw the gun.

(me) What?!!

(additional clerk chimes in) Yeah I saw it too! Nobody said nothin to him, then someone told our manager and they called the police, but the guy went over there (pointing across the street) I don't know if they got him or what but he went over that way.

(me) Have you seen this guy before?!!

(first clerk) Yeah, we see him hanging around all the time.

I didn't witness the alleged perp myself, but I will ask my sources.

It's the same guy that I photographed in the Library and posted about 6 months ago.

You're really down on your luck when you can't even afford a holster. They're not that expensive........

Per my reading of Village ordinance, if it was unloaded, it was legal. See below. Does anyone know if this is true? If so, I may have to strap the ol' peacemaker to my hip while walking through the deserted CBD. [Cue tumbleweed].

State law will trump Village Ordinance. Wonder if he has a PADS issued FOID Card (FOID fee is only $5.00)

Clam, the only descriptor is flood pants. Almost can be considered Manpri's, with black boots.

But if you want a full description here goes...African American, about 6 foot, 4 inches tall, pants that could fit someone about 5 foot 11 inches. Loves to talk to the invisible person walking/flying with him. Seen walking North on Park on Thursday Nights.

It seems like only last month all we were seeing around here were prison shivs and child rapes.

See Illinois firearm carry rules here (PDF). So, a holster is not acceptable - as no part of the gun can be visible. But a zipped case riding on your belt would be (e.g. fanny pack). Or a purse for that matter. You just have to keep the magazine out of the gun, ready to be slipped in at a moments notice.

So, hopefully PADS buys this guy a fanny pack soon. Although, I'm guessing PADS doesn't allow firearms to be brought into their facilities. The background check / search done before they're accepted into the shelter ought to weed this guy out...

The inprocessing interview requires the prospective user to self-report any disqualifying history, possessions or conditions.

If PADS believe that these vagrants, drug abusers and former inmates are carrying no weapons whose to say otherwise?

I've seen this guy in the downtown post office. If he had it then, it would be a federal offense. Fanny pack or not!

I wonder if the magnetic sensor at the door to the Library can have a metal detector added to it. Then we would know what is being concealed and brought into the Library, as well as what is being taken from the Library.

Seriously, if this story is accurate and the guy has been in the Library regularly, then this is very scary and sad.

I have not seen "floodpants" as you all refer to him, at a PADS facilty in town where I volunteer sometimes....just an FYI. I know who you are talking about - I've seen him around but not at PADS.

He'll be here Thursday for sure. I usually see him hanging around the bank on the west side of main. This time I'm gonna keep a couple of bucks in my pocket just in case he asks me, I'll be ready. I personally don't wish to see his sidearm. Wonder if he's the Wheaton bandit dressed as a homeless guy?

Flood pants is on his way to GE. Saw him walking east at Roosevelt and President today. He should be staking out his spot in the CBD by 3:00
