This is the Esplanade Office complex at the southwest corner of I355 and Butterfield. The office accepts payments and your tax return forms.
They normally have agents in the lobby on tax day accepting returns and date stamping them as a receipt of payment.
I have learned through experience that this is one of the surest ways to guarantee that your return is filed on time. I was told that sending registered mail, Fedex, ... only provides proof a delivery was sent to the IRS, not that your return was filed.
