I'm not sure what you are asking here? Are you seeking information on the number of people driving barefoot "done by many" or the legality of the it? And just because it is "done by many" does that make it acceptable?
My son and I just had the same conversation last night...he had socks on though. I couldn't remember seeing anything on this as a lawbreaker, but my parents always told us we had to have shoes on. How can they ticket if it is not law?
Update...checked with local law enforcement....no law on books, it is legal and I wasted 30 years driving with proper footwear.

MRS. Perplexed and I have disagreed on this one for years. I have always preferred driving barefoot, while she said it was illegal. Once I proved her wrong, she switched to “it’s dangerous (what if we have an accident and there is glass everywhere, bla, bla, bla)”.

They can ticket you for having blue hair, a funny nose, bad breath, whatever they want. Now wether it stands up in court...
When I was in high school a friend got a ticket for driving with no shoes. It was written up as something to do with operating in a dangerous manner or something of the sort. It was obviously not written up as "no shoes".
This subject came up when I was a teen. My best friend's father was an Elmhurst police guy. Asked him the very question because I always used to drive sans footwear in the summer. I can tell you with 100% certainty that it was not illegal to drive barefoot in Illinois around 1979-1981ish...when the topic was brought up.
Of course....anyone and everyone can ask Phil Saturday morning at Coffee with the Cops.
