Yes, I've seen them at Findley and Roos on Findley going north.
There's a cop that stands off to the side, when the cars queue up at the stop light he walks through and taps each car where the driver isn't wearing a seatbelt and tells them to pull into the hotel parking lot across the street where cops are waiting to write the tickets.
