Ted, my running theory on the lack of netiquette on the GEBB is due to good ol' fashion American laziness. Namely, it's a lot easier to click one "reply" button than to go out of the thread to the main board, select the appropriate forum, click New Discussion, and type. Would it be possible to add a "New Thread" button at the bottom of all threads, next to the "Reply" "Reply with Quote" buttons, that automoatically initites a new new thread in the current forum with one click. Or maybe, a mouseover of the New Thread button would bring up a dropdown with the 8 or so most popular forums. I know that you've thrown up your hands, and I certainly would have beat you to it if I were in your shoes. And I think strict enforcement would lead to a loss of critical mass of posters. Anyway, it was just an idea.

It's there... but at the top. Above the top message on every page, there's a row of tabs. Click the "New" tab, pull down to "Discussion," and you'll have your pull-down of topics (which defaults to the current forum) and a place to type your message. That's probably as good as it gets; I don't write the software; I just rent the service.
