Although the software that this GEBB uses includes a feature called “Private Messaging,” it's apparently been turned off since the beginning.

I discovered the switch and turned it on for everybody, but I've never used the feature myself so can offer little guidance.

Info is online under the “Tools” tab above... go to Tools => Help => Eve => Personal Zone => and scroll down to “Private Messaging” for details.
