If I am not mistaken, this is already being done. BTW, any idea of having a PADS director/rep attend the next Coffee with the COPS was the best idea ever. Sometimes my intelligence makes my head hurt. |

There appeared to be a hobo party going on at the church that is around the corner from the Civic Center yesterday. They put a bunch of snow in the street and were kind of lounging all over the yard and on the steps.
I drove my family by for entertainment after an enjoyable Easter brunch at the Tap House. BTW, just a hint: never type "bum" into the Google Image search. |

Thanks AMY! I'd be interested in hearing any details if you care to share. I know based on past discussions our views differ somewhat. I think we both agree that panhandling, public intoxication, smoking (in violation of ordinance), vagrancy, etc. is a problem that needs to be corrected and that both PADS and our Village are responsible. However, this is only half my issue. I also believe that PADS needs to be questioned in relation to the types of identification it accepts and background checks it conducts (if any). If needed, it must be held to a higher standard. It also needs to fully explain to this community the types of people and associated risks it brings here. I am not sure if coffee with the cops is an appropriate forum, but I think we need a meeting designated solely for these issues between law enforcement and village officials, PADS and citizens. I spoke with Beth Epstein from DuPage PADS today also. As you stated she was very appreciative of our contacting her and would be happy to meet with residents to discuss what our concerns and suggestions are. I asked her if she could make the May, Coffee with the cops and she said she would be happy to. I will check with the Police Chief to see if that would work for him. She did state that every PADS resident must register with PADS and show a Drivers License or a State issued ID card. As far as other background checks go, they check their clients against an online list of registered offenders but they do not have access to a system like LEDS to run other checks. This seems like it could be easily handled by having the respective police departments run them as a matter of public safety. I will get in touch with you both when I have more details on a possible meeting date. |

Hi,
I have a suggestion. Since PADS needs approval from our village to operate (at least I darned well hope so), why can't we pass an ordinance requiring that any/all homeless people who want to sleep at PADS must first REGISTER WITH GLEN ELLYN POLICE DEPARTMENT FIRST. They can be given some sort of a monthly pass which enables them to use PADS services. Here is how it will work: 1. They simply stop in on Duane Street and show the I.D. that PADS is claiming they must have. Note: I am not exactly buying it. I wouldn't be surprised if some did not have any I.D. at all. Anyhow, they would need to get an I.D. and show it to the police. 2. G.E.'s finest simply run their name and data into the system. Same way they do when they pull one of us over for speeding. It will come up with any outstanding warrants and it will say if they are a registered sex offender or not. 3. If they "Pass" (are free from warrants and are not a sex offender)....terrific. They get some sort of cheap laminated card or whatever. It is good for one month (or week) at PADS. 4. They must show this card to the PADS rep in order to be admitted. I would argue that if P.A.D.S. is reluctant to ask its patrons to complete this simple step -- it is because they KNOW that some of these people are offenders or have outstanding warrants. Is it too much to ask that we know who is sleeping in our church basements when the preschool starts only two hours after they are supposed to leave? I think not. The upshot.....watch how interesting it gets when the parade of homeless people show up on Duane day after day. Think anyone will notice we have an issue here in G.E? Candidate please weigh in. |

The church in question - First United Methodist, which I attend - hosts a warming center on Sundays, and on Easter Sunday volunteers were serving a nice Easter Dinner, I think I heard that about 60+ people were served that day. So that would be the "hobo" party you were talking about. |

Have the homeless been discarding their crap on western ave? I'm sure the bb's on western will think I'm giving them grief (but I'm not) I drove to Portillos today via western ave and couldn't help but notice all of the crap lying about.
There's wet newspapers, old water bottles, plastic bags ect all over the grass in front of most of the houses. Has the junk from the CBD blown its way down there? There is even a galvanized U channel from a utility pole laying on the side of the street. What's going on? I am neither foe nor friend to my brothers, but such as each of them shall deserve of me. Well, the day before you saw this was garbage day, and many on Western put their garbage out very early on Sunday. I will not put my garbage out the day before because of this. Every monday morning I see at least one can knocked over with stuff laying all over. The street is very narrow and at the curvy part, cars are always running up the curb (actually, not even at the curvy part, it is everywhere), I can see a can or 3 getting hit every week. When you are driving at 60 MPH in your Hummer or Escalade, the wind from your truck will knock some of those cans over. Also, there are some very aggressive racoons out by us and I have seen one of them tip a can over and pillage. I pick up junk off our yard all the time. It is really bad sometimes. My favorite is beer bottles, our little itty bitty lot seems to be a beer bottle magnet. If you took the bottles thrown onto our yard as a true representation of what GE residents drink, they have awful taste in beer. The U Channel cannot be touched technically. that is property of the utility companies. The owner of that house should call about that, but they have not. |

Also, we live on a major thoroughfare where people dump out of their cars as they go. I have picked up more garbage in my short tenure, that does not belong to me, than I can ever remember from the off the beaten path old address. I went running today on the PP, starting out at the Wheaton Spur, which just happens to be located adjacent to the PADS office. As I'm stretching before & after my run, I see hundreds of cigarette butts on the path AND in the parking lot of PADS. My first thought was "nice show of appreciation" for what PADS and the community is trying to do for them. It also occurred to me that if PADS can't police these people on their own property, good luck getting them to work with the local communities.
For me it comes back to enforcement of the laws & ordinances on the books. See them litter, write them up. Yeah, I know they won't pay, but the key is to get them out of their comfort zone. Hanging out, drinking 40 oz's in park, kick them out. It's like these folks are operating under some kind of special laws/exemptions because their homeless. I really have no problem with the homeless enjoying our town, just treat the town, the residents & businesses with respect. I'll add to the sentiment here:
1. The fast-moving vehicles often cause cans - or at least items from cans - to end up in the street (either by wind or by actual knocking over). 2. The snow has just melted and now we find there is a lot of trash that had been buried in the snow. Time to clean it up! 3. People do throw crap out their windows and into our yards - very annoying. 4. Some people are lazy and don't pick up their yards EVER. It's true on every street but more noticeable on Western because of all the trash that ends up here. 5. That U Channel has been there forever. I must assume that the homeowner hasn't called - but maybe the utility company just hasn't come to fix it. Who knows!! So, combine this all and we get a real mess. By the way, the PADS representative I spoke with (same person as Candidate), assured me that all PADS patrons must show ID. Every year they must present their ID again to get cleared to use PADS for the year. This ID must show that they were/are DuPage residents. Ms. Epstein also told me that they have started a new program through PADS this year, requiring all people checked into PADS for the night to meet as a group for announcements. During this time, they will talk to ALL PADS facilities about showing good stewardship to each community. They will mention some of the specific complaints I shared with her. It's a start but having her at the Coffee with the Cops would be great! What's the date of the next Coffee with the Cops???? "The most valuable things in life are not measured in monetary terms. I have driven up and down Western probably over 10,000 times since I've lived in Glen Ellyn and have never thrown anything out of the car, not has anyone in my car. Do people really do that?!
I live nowhere near Western and when walking around the backyard this morning picked up a Lite Beer cup, McDonald's cup, 2 liter grape juice bottle and assorted plastic bags none of which came from our house. Junk blows - and it blows everywhere!! Thanks Candidate and Amy for getting the conversation started with PADS! |

I don't have a Hummer or an Escalade nor have I ever driven 60mph in a residential neighborhood. I have however purchased these little elastic straps with hooks on the end. They do a very good job at holding the lids on my cans here on Hill. We get allot of crap discarded by motorists too. Too bad there are people who can't keep a grocery bag in their car for junk. The worst is when you see a knuckle head throw a cigarette butt (still burning) out the their window. Probably to lazy to empty the ash tray.
