I'm sure they try to get specific. I was just playing ;-) on the concept of trying the build up these people as "stewards" of the community. When you are dealing with people who deficate in public places, are pulling food out of garbage bins, and are likely mentally ill, stewardship is probably a hard concept to grasp.

The point being, PADS can't just "talk" to them during announcements. They need to be in the area prior to the opening and closing of these shelters and OWN the policing and management of their residents to mitigate any negative impacts on neighbors and businesses.


DuPage County has one of the most stringent heath departments in the country, I don’t know why I didn’t pick up on this before, but if anyone sees people using GE’s streets and/or outdoor spaces as their toilet it is wise to call the Health Department asap. Also I think that sorting dirty laundry or sleeping on tables in restaurants would definitely get their attention!



I am fairly certain that given a cape and a nice tiara, I could save the world.

The reason I ask for this, is that the scraggy looking guy that asks me for change when I periodically visit Starbucks LIVES DOWN THE FREAKING STREET FROM ME. I don't think he's a PADS patron.

Tony used to be a teacher/baseball coach at Proviso East H.S. He got hit by a car and suffered brain damage. Has since been living with either a family member or friend of the family.

Sooooooo......is that the guy?

Cannot confirm, but very possible - if said accident occurred BEFORE about 1993 when I first came to town and would see the guy hanging out in Hesterman's Bowl bar area.

In warm summer months, almost as watching a mythical gnome or hobbit of sorts, you can catch a rare glimpse ,usually near sunset, of said such creature carrying a case of beer home. I think the beer is purchased with that days/weeks earnings of the "50 cents".

LOL...Give him 50 pennies!

IMO-More times than not it hinders them. If you take the basic Skinnerian view, giving them money reinforces the behavior. I think it also puts them in a shame cycle that they can't get out of. As noted many of them will turn around and buy alcohol or drugs, not food or shelter. This behavior becomes a lifestyle. This is where I agree with Amy, we need programs that can help pull these folks out of this vicious circle. Even those with mental impairments can be trained to do work and contribute to society. But don't kid yourself, some of these folks CHOOSE this lifestyle.

J.R.R. Tolkien could not have described it any better NH. Seen him twice last year with a case slung over his shoulder walking northbound down Main. Apparently, Schlitz is his beer of choice. Yummo!

We'll give an assist to Geraldo. After he (and others, of course) exposed the deplorable conditions in mental health institutions, they were shut down. They needed to be fixed, but that was too much trouble, so they were closed and the resulting homelessness problem is still evident today.
