Yes.

Ask a librarian for printed directions.

The Panera on Roosevelt in Glen Ellyn and the Panera on Butterfield in Wheaton also have free Wi-Fi.

College of DuPage library and most public areas also have free Wi-Fi, too.

COD has free wi-fi, but I think they force you to rent one of their laptops -- despite the fact that you can go to the upstairs 2nd floor study area with your own laptop and see the wi-fi.

It's the dumbest thing I've seen. (This was a year ago, so it might have changed. Who knows. But it was essentially useless.)
